Fund investors tend to be more jittery these days, even where a new manager already has a track record. The process of creating a fund is longer than it was before the financial crisis, as they take more time to raise capital and investors do more due diligence. An offshore fund historically took about six to eight weeks to launch, but it can now take much longer, particularly for new managers.
