Angel, who will report into Deven Sharma, the organisation’s president, will also chair the company’s European governance council, with the European leadership team all accountable to him for their regional responsibilities.
He will take up the full-time post on 30 June.
The appointment ends months of speculation about what Angel would do following his departure from Linklaters at the end of April.
Angel spent 30 years with Linklaters, becoming a partner in 1984 and taking up the position of head of tax in 1994.
He was managing partner of the firm for 10 years but decided not to stand for a third-term, paving the way for Simon Davies to succeed him in the role last year.
Commenting on Angel’s appointment, Sharma said: “The long-term growth outlook for capital markets in the EMEA region presents significant opportunities for Standard & Poor’s, and Tony is ideally suited to help us capitalise on those opportunities.”
One partner at Linklaters told Legal Week: “It is an interesting move. Anything that involves him working in a global company that is economically driven would fit his skills set perfectly.”
